The purpose behind this build is 100% uptime of your action skills through Calm, Cool, Collected. Since the Rough Rider has 0 capacity, CCC will essentially skip it, meaning only your health needs to be full to trigger the action skill duration and cooldown reset.
Seein' Red might seem useless given that you want 100% uptime on your action skills, but it is of course difficult to do consistently. It also makes it easier to keep your kill skills up when fighting bosses or anointed enemies. There are suggested options below if you do not want to take Seein' Red.
It is up to you whether or not you run SNTNL or throw grenades, but the barrier is important in helping trigger the CCC effect you want and for survivability. The drone gives extra damage and cryo to help freeze enemies, but your only grenade use comes from Drone Delivery. Also, keep in mind that a lot of the barrier augments are bugged right now so I don't believe Nanites or Some Shite works when you pick up the barrier. Due to this it is also personal opinion whether you want the health regen from NoSS or probably Deterrence Field. Rise to the Occasion is also always giving you the max effect of 5 health/s due to using Rough Rider. Along with Salvation and a little from Refreshment you have a lot of health regen options to keep yourself alive.
Another change you can make to this build is not taking Violent Violence and Seein' Red (which isn't a bad option since your action skills should ideally stay active), and using either Synchronicity for extra damage, or Borrowed Time to ease the time constraints for keeping your action skills up. I would then use the last leftover point in Refreshment for more health regen.
Another alternative is to take only 5 points in the first 3 skills in Hitman, 5 points in Salvation, and Death Follows Close, leaving you with 15 points. You could then take 3 of 5 skills between Cool Hand, Synchronicity, Borrowed Time, Donnybrook, and Duct Tape Mod.
Futility Belt would be used over Best Served Cold, but it is bugged right now and not only doesn't work for kinetic damage but also can result in you taking more elemental damage (not the DoT, which it does disable, but the damage type itself, which isn't changed). When Futility Belt is fixed, use that instead. Adrenaline is also useless with this build, but so is every other initial skill in the tree, so you can put those points in whichever of those 3 skills you like, it doesn't matter.
The only real gear requirements are Rough Rider and cryo weapons. Night Hawkin and Crossroads are both good options for cryo damage. The lack of requirements is a strength of this build, since it is easy to build into and can be easily changed to suit your playstyle.
